On October 9, 2020 in the Donetsk State University of Management within the framework of the project “Education Open Space for Students and Community” was held the International scientific and practical conference “Strategic potential of state and territorial development”.

The conference was organized by the Ministry of Education and Science of Ukraine, Donetsk State University of Management, Donetsk Regional State Administration, Mariupol City Council, NGO “Mariupol Development Fund”, Ariel University, Israel, European Institute of Postgraduate Education (EIDV), Slovak Republic, Danube Institute of the National University “Odessa Marine Academy”, Training Institute of the State Employment Service of Ukraine, European Social and Technical University (EUST), Republic of Poland, University of Economics and Humanities (WSEH), Ukrainian Association for Management and Business Education Development, Association for Promotion of Education and Science Globalization “Spacetime” and Berdyansk State Pedagogical University.

Through quarantine conference was held in online format. The goal of the fourth conference is to form a constructive dialogue between government and local authorities, the scientific community and practitioners on the problems of forming the strategic potential of state and territorial development and search for solutions.

Svitlana Marova, Rector of Donetsk State University of Management, addressed the participants with a welcoming speech. Svitlana Marova noted that the theme of the conference is very relevant, considering all destabilizing factors of our time.

“Regional strategic development supposes that people share their thoughts, explain how they want and will live in their regions. The symbiosis of thoughts of scientists, experts and youth should give a positive result to which we all aspire.” – Svitlana Marova, Rector of DSUM.

Ksenia Sukhova, Deputy Mayor on the issues concerning the activity of executive bodies Mariupol City Council, noted that the conference is an opportunity to exchange views, which can help our country to develop rapidly with a glance at the European integration course that we have chosen.

Welcoming speeches were also addressed by Valentin Chimshir, Director of the Danube Institute of the National University “Odessa Maritime Academy”; Olga Gurenko, First Vice-Rector of Berdyansk State Pedagogical University; Lyudmila Gorokhova, Director of the Ukrainian Association for Management and Business Education; Natalia Tkacheva, Professor of Management Theory and Practice at the Igor Sikorsky Kyiv Polytechnic Institute and Igor Dolzhansky, Doctor of Science in Economics at Ariel University (Israel).

The conference was participated by more than 35 doctors of sciences and a total of more than 160 research and academic staff of higher education institutions, applicants for degrees, public servants, representatives of executive authorities and Local Governance from Kiev, Kharkov, Chernigov, Zaporozhye, Odessa, Dnipro, Lviv, Ternopil, Pokrovsk, Kramatorsk, Poltava, Ivano-Frankivsk, Sumy, Berdyansk and Mariupol, and also from Poland, Slovakia and Israel.

The first speaker at the plenary session was Natalia Nykyforenko, PhD in Historical Sciences, Associate Professor, Head of the Department of Sociology of Management of DSUM. Natalia Nykyforenko presented the experience of introducing student-center training and education at DSUM as a basic standard of education quality ESG and spoke about the prospects of such training. She noted that student centers of education are laid down in the Law of Ukraine “On Higher Education” and it corresponds to the understanding that is laid down in the standards and recommendations for quality education in the European space. Natalia Nykyforenko presented the results of a sociological research conducted during the implementation of the EduSpace project regarding the expectations of potential visitors to this space. She paid special attention to the results of the survey on students’ readiness to participate in the work of Student Governance in the framework of the partnership between students and the administration of the institution of higher education. During the plenary session of the conference there were also considered some problems of counteraction to economic crimes in the conditions of globalization (on the example of Privatbank case), described by Dmitry Kamensky, PhD in Law, Associate Professor, Head of the Department of Law of Berdyansk State Pedagogical University. Very relevant and interesting information for industrial Mariupol on trends and experiences of “green” construction in Israel was shared by Igor Dolzhansky.

About the local elections under the new Electoral Code of Ukraine, as a mechanism of personnel policy and territorial development described Peter Vorona, Doctor of Science in Public Administration, Associate Professor, First Vice-Rector of the Institute of Training of Public Employment Service of Ukraine, a member of the Poltava Regional Council. The issue of illegal migration through training was revealed by Ruslana Martyanova, Head of the Department of Organization of Prevention of Illegal Migration, Readmission and Expulsion of the State Migration Service in Khmelnytsky region.

Svitlana Verytelnyk, Lecturer of the Department of Public Administration of DSUM presented her research on “Crowd Technologies as Tools to Stimulate Financial Support for Development of Territorial Communities”. The final speech at the plenary session was made by Olena Kravchenko, post-graduate student of DSUM, on the concept of cloud information space of executive authorities of Donetsk region.
